Bantay Dagat System

The Bantay Dagat System is designed with a cutting-edge serverless architecture, running efficiently via the Google Cloud platform. This offers significant advantages such as increased scalability, flexibility, improved data security, and increased reliability and uptime. The system performs integrated information management functions, including real-time location tracking and recording, real-time coordination, comprehensive mapping, secure information sharing, streamlined case build-up processes, efficient public reporting mechanisms, and effective network group management. 


The system also enables users to create their own workspace, coordinate

and share information digitally in real time. Bantay Dagat System may be customized or each LGU, allowing them to use their logo, slogan, brand, legal forms, and other templates that would identity their agency.

FishSHIELDS, BFAR’s integrated enforcement system

The Fisheries Sharing Hub on Investigation, Enforcement, Litigation, and

Detection System (FishSHIELDS) is a serverless system of offline mobile and web applications that provide a platform for the operationalization of enforcement response on illegal, unreported and unregulated fishing incidents and reports. FishSHIELDS is a joint effort of the United States Agency for International Development’s Sustainable Interventions for Biodiversity, Oceans and Landscapes project and the Bureau of Fisheries and Aquatic Resources (BFAR). It was co-developed pursuant to BFAR’s

Fisheries Office Order No. 096, series of 2021, which authorized the system. 


The CyberOnions & Partners Corporation (COP) took over the system administration when

SIBOL project concluded its operation in January 2025.

AquaWatch: Engaging Public Participation through the Digital Platform

AquaWatch: Engaging Public Participation through the Digital Platform

AquaWatch is a mobile application attached to the FishSHIELDS. This mobile application is designed to allow the public to participate in combatting illegal, unreported and unregulated fishing, as well as other incidents and emergencies. The mobile application also helps promote accountability and transparency in the government’s effort to curb IUU fishing in Philippine waters. This software is spatial, dynamic, and interactive and ensures the anonymity of the identity of the information provider. The system produces spatial databases which can be

used to determine IUU fishing index.

SeaPat: Towards Synchronized Anti-IUUF Operations

SeaPat: Towards Synchronized Anti-IUUF Operations SeaPat is a tactical mobile application attached to the FishSHIELDS. It is designed for individual, team, or multi-group use who are conducting actual law enforcement operations at sea or inland. SeaPat is synchronized with and provides real-time data to FishSHIELDS’ live operation platform. The mobile application is intended for authorized personnel of the Bureau of Fisheries and Aquatic Resources (BFAR) and may be downloaded from https://fishshieldsph.web.app/index.html after going through the

approval process.

Online Permitting System

Government permitting in the Philippines is often characterized by lengthy processing time, manual paperwork, and inconsistent procedures across agencies. A centralized online permitting system at the agency level can address these challenges by providing a secure, efficient, and transparent platform for permit applications, tracking, and approvals. COP offers serverless architecture that can increase efficiency, improve transparency, enhance citizen experience, and improve productivity and overall efficiency. This product is available to both public and private entities and agencies.
